Wasn't the initial purpose of this publication, mentioning sociological affairs. There are other sources for that [ 1 ]. On the other hand, for a profession, it could be understood simply as ordering it all from the tractors, so to speak, like governing would signify making roads and streets, new housing areas, solely [ 2 ].

Planning [ with specific intentions, interests, objectives, participations and funds ] the spatial, the urban infrastructure(s) is one quintessential part of One State's Bureaucracy. The causes and the interests of such planning, however, are not unideological [ 3 ]; in fact, such causes and interests [ 4 ] come prior to the materialization, i.e. prior to the construction to needs, dreams and ideas, in the shape of different-sighted books, campaigns, laws, votes, lobbying, manifestations, etc... [ 5 ], and these same causes and interests do change the forms, the results, the meanings and the interpretations of the human interventions done over the natural environment [ 6 ].

Well understood, The Private Initiative, entrepreneurship so to speak, is legitimate and laudable; the organization of The Public Thing, however, is supposed to remain A Public Thing, on citizens-taxpayers respect, accountability – especially concerning those causes and collective interests that individuals and small companies alone cannot satisfy by impossibility, e.g. extracting oil from national territory, mining on national territory, constructing roads and highways, bridges, universal-access schools and hospitals, jails, managing waters [ 7 ].

To the collective interests of the democratic-constitutional development of one nation, which, at least in hypothesis, rely on the universal work and effort of everybody paying taxes all the time, and such work and effort being correctly reinvested on improvements – gentrification, produced on Pareto-optimal social practices and public policies, does not correspond to the ethos of republicanism [ 8 ].

In principle, citizens are equal towards laws and towards The State [ 9 ]; as in fact they have different personalities, interests and occupations [ 10 ].
